Besides the "Proposals and reviews" bug, you should also

a) notify both "dev lists" whose committers might care.

b) Notify all PMCs involved for approval (technically, after Project 
Lead approval) -- I believe you have that already?

Eventually you will need to spell out "bugs to move", bug components to 
make read-only, git repositories to move, which to archive, if any. Same 
for mailing lists, forums, etc.
