Works for me too, assuming he is planning on doing releases. If not, he could just fork it to github and have his way with it.

Greetings Tools PMC!
The MTJ project has "optimized" into a single-committer project
with no current project lead. This is one of those exceptional circumstances
referred to in the EDP that grants the project leadership chain (i.e. the
PMC) authority to appoint a project lead.
Alexander Burdukov, the sole surviving committer, has offered to take that
role.
May I grant that appointment on your behalf (pending approval from EMO(ED)
of course) ?
Note that I have great confidence that we'll complete the work of moving
MTJ into a direct Tools subproject [1] and retiring the Sequoyah project
[2] sometime very soon.
