In the spirit of openness and transparency,
I wanted to inform Orbit committers and PMC that I've rescinded my approval
in this case ... Xavier doesn't qualify under our normal rules and procedures
for Orbit committers. Nothing personal at all ... I'm sure he'd be great
... but, he is not a committer on any other Eclipse project ... and that
is about the only rule we have for someone to become a committer in Orbit.


I'm sure everyone knows, that in Eclipse,
someone must have a "demonstrated history" of contributions before
becoming a committer, and due to Orbit's special nature, we've always taken
that to mean "enough demonstrated history in another Eclipse project
to become a committer in that other project". Normally, if a nominee's
"other project" is not clear in the nomination, I try to ask,
or check, but in this case guess I was in a hurry and just assumed he was.

There is another reason, in addition
to the demonstrated history. Orbit's mission is to provide bundles for
other Eclipse project's. The bundle that Xavier volunteered to contribute
and maintain (bug 403635)
has, so far, not been requested by any Eclipse project. 

So,  not the right time for Xavier
to become a committer, but there's no reason he can't in the future if
circumstances change. I've exchanged email with Xavier and he was gracious
and understanding.  

Just as we "vote openly",
I thought it best to openly explain the situation.   Since this kind
of situation is so rare, there's nothing in the Portal to handle it and
automatically inform the list, so thought I'd send this note. The Eclipse
Foundation staff have "cancelled the vote" on their end.
