[tools-pmc] Propose to terminate the Runtime Analysis Tools Project

I've opened bug 375133 [1] to discuss or clarify anything about this
project. But, from what I can see, it's termination is pretty much a given.
Approved over a year ago, and not one thing has happened since. No code, no
bugs, no messages on mailing list.

If that is the case, even if the original participants said "oh, we're just
getting ready to get started", I personally am of a mind to say "too late",
need to start all over.
