The EDP introduces some flexibility here. 
     
    We can do a restructuring review in this case because the project is
    being split in two. This involves two things: inform the community
    of the change, describe what needs to be changed. A very short
    document will do: a few words describing the motivation for the
    change, and a description of what needs to change. I can provide
    more help if necessary (FWIW, we've accepted a bugzilla comment as
    sufficient documentation for this sort of change; it doesn't need to
    be involved). 
     
    Alternatively, you can propose a new project and roll the creation
    and move reviews together. This is a lot more involved and includes
    a lot more ceremony.
