[tools-pmc] PMC approval needed for committer vote for Dieter Krachtus

This manually generated message marks the completion of voting for Dieter Krachtus' Committer status on the tools.ptp project. As a PMC member, you can approve or disapprove this vote. Presumably you do this via email because the portal is currently broken for the tools.ptp project (see bug #296064).

Dieter has made a solid contribution to PTP, including providing fixes to the Remote Tools support that is going to become very important in the next release, and is currently working on development of a resource manager for PBS. Dieter has also been participating in meetings to address scalability issues in PTP and will be working on other aspects of scalability in the future. Some other contributions are in these bugzillas:
