[tools-pmc] proposed Tools project -- PDT Incubator

Hello Tools PMC members,

We've sent a couple of emails to the Tools PMC list asking for  
feedback about a proposal for a Tools sub-project, but have not yet  
heard back from anyone. Maybe now you're all back from a nice relaxing  
holiday?
