To be clearer, if I (re)set the '+' sign, or not, and "return CQ" it goes into
"awaiting committer", then, when Greg hits "addressed, return CQ" it goes back
to "awaiting PMC". 

And, good programmers we are, we're content to keep trying to get out of an
infinite loop :) ... but, I think we've finally hit our limit and will let IP
Staff raise the exception.
