I think the idea is the 8 files in the attachment would be redistributed with
PTP, right? In that case, I don't think the "exempt prereq" process is really
applicable ... that applies to things that are already so commonly installed,
it's ok just to assume people have it (e.g. GTK, JREs, Browsers, etc.). 

On a mailing list, it was said "Since the authorship of these files is unknown, 
[an IP] review is probably impossible." But that's not completely true (the IP
Staff is very resourceful :) 

Assuming I'm correct that the intent is to re-distribute those 8 files, then
please provide the Legal Staff as much information about where they come from
as possible. In addition, please describe how and where they are in common use
(such as detail other products that use them). 

If you distribute and use those files, and that in turn requires 'autoconf'
then autoconf might need to still be listed as an exempt pre-req ... but these
8 files, if distributed, wouldn't be covered by that. "Exempt pre-req" means,
basically, it's so common that it's fair to assume users already have it (which
wouldn't be the case for these 8 files, which are specific to PTP).
