I would like to have
Assaf Almaz as a co-project leader. Let me know if it's possible. We have had
some hard time lately with nominating him as partial committer, but it's behind
us.

Doug has it correct. Basically
we discuss the proposed new leader or in this case co-leader and their
qualifications and then inform the EMO of the change. We've done this in the past a few times, CDT, PDT, VE,
GEF have all changed leads over the years and usually the person is already
known in the project, has commit status which makes it pretty easy.

That's a good question. There really isn't a
document process for this (as far as I know) and it doesn't happen very often.
What we've done in the past is discussed any project lead changes at the PMC
level and voted on it. The same goes for the requirements. I'm not sure
what they really are, and are probably less strict than the committer
requirements. As a PMC, we need to be sure that the person would continue to
grow the project, promote diversity, and uphold the rules of Eclipse. Or
