Yossi,
A few comments about the project plan.

1. Given that Microsoft Word files are a proprietary format, posting the SRS (a major part of the project plan) in Microsoft Word format is not very transparent. HTML is preferred, followed by PDF.
2. Section 1.1 of the SRS says "the audience is Zend and IBM managers and developers".
   Wow, that doesn't sound very open and inviting to the larger Eclipse community.
3. Section 2.1 of the SRS says "PHP IDE is an Eclipse.org project developed by Zend and IBM".
   Again, that's not Eclipse policy: all projects *must* be open to all potential committers, not just committers from a few companies.
4. You are planning an M4 in 7 days and then only Release Candidates after that, and yet the project plan has vague wording around "outstanding issues that should require further investigation". With only seven days of development left, it seems that these issues would already be settled.
