[tools-pmc] Election of new Tools PMC member

At the recent tools PMC Pizza and beer lunch, (apologies full minutes 
are not posted yet) but wanted to get this one item out now (after Jeff 
pinged me about it :))

The tools pmc elected Jeff McAffer - Tools project Orbit lead to the 
Tools PMC. Congratulations Jeff. Jeff brings a deep understanding of the 
Eclipse Platform as one of the core platform architects, lead for 
Equinox as well as an Eclipse board member.

Webmaster - please add Jeff as a committer to the tool main web site and 
if he isn't signed up for the tools pmc mailing list, add him.
