Yes! It is rather jarring to move from new to old to new again when browsing around eclipse.org.
According to http://www.eclipse.org/downloads/ the "Tools Project" is now #9 in the top 10 popular projects - this is now counted by web page hits not downloads.

I've converted the AJDT site to Phoenix, and I'm helping convert the AspectJ site, so I'd be willing to help with the conversion of the Tools site too.
