Recently I mentioned that in PDT we want to use Textmate grammars for PHP files. How did you proceed with IP validation for grammars included in tm4e samples bundle? Did you process it as project code contribution or as third party content?

The grammars were included in the initial code contribution, and in the CQ, we mentioned that those files were 3rd-party with references to the original repository and license. The CQ was approved as a single one; but it's actually a mix of both project code and 3rd party approval.

I think for PDT, you'll need a CQ for 3rd-party.
