As far as I know, a registry of TextMate grammar isn't really in the current scope of TM4E and should be in a broader scope than simply TM4E or even Eclipse (all tools dealing with TextMate grammars should be involved).
But maybe we can consider some heuristic discovery in TM4E, for example to have it querying GitHub to find out a grammar if none is available for the current content-type. That way, we use GitHub as a registry (like npm and others do); that seems relatively easy and good enough.

At the moment, for the Eclipse IDE and without implementing anything new, I believe the best solution is to ship very basic plugin with only these grammars, and put them on Marketplace as a subpart of PDT (something like "Lightweight PHP file edition support", as opposed to PDT that would be "complete PHP Development Environment").
