Always did when I ran across it 😉. Interesting tradeoffs made to force win32 onto a very resource constrained device.

As of Eclipse 4.10, win32 and lin32 platforms are no longer supported.
 
As such, these features/plugins have been removed from the overall tm update site / maven build for version 4.5.1+:
 
* org.eclipse.rse.subsystems.wince
* org.eclipse.rse.wince-feature
* org.eclipse.tm.rapi 
* org.eclipse.tm.rapi.examples  
* org.eclipse.tm.rapi.tests
