Hi folks,

as per our discussion in the dev meeting, I've added a section on our coding guidelines about tags like @stubbed or @monaco-uplift.

I'll leave the PR open until after next tuesday's meeting for comments and review. If there are no objections by then, I would suggest we consider the guideline agreed to & adopted.
