[technology-pmc] Committer Election for Eric J. Kuehnke on Eclipse Qrisp has started

A Committer election for Eric J. Kuehnke on project Eclipse Qrisp
(technology.qrisp) was started by Sebastian Bock with this criteria:

Eric Kühnke made continuous contributions to the Eclipse Qrisp project over
the last 12 months.

Here is a list of his most significant contributions:
- Implemented Jasp-compatible quantum Montgomery arithmetic enabling large
scale compilation/resource estimation for Shor’s algorithm
- Implemented Jasp-compatible efficient quantum switch case based on balanced
binary trees (Khattar, Gidney)
- Implemented Jasp-compatible version of DB-QITE based on higher-order trees
- Extended Quantum Function Injection (<<) primitive to work with
QuantumArrays
- Implemented Jasp-compatible arithmetic and comparison operations for
QuantumArrays
- Implemented Jasp-compatible (quantum) number-theoretic-transform (NTT) and
additional tools for solving ring learning-with-errors (RLWE) with Grover’s
algorithm
