Eclipse XFSC team.
As you know, the Eclipse Technology PMC (along with the entire Eclipse community) takes the open source rules of engagement (open, transparent, meritocratic) very seriously. These foundational principles are at the very heart of vendor neutral open source.
I see nothing in this nomination that constitutes merit to become a project committer.
He did a good NeoPortal prototype which can be extended to substitute the
XFSC Portal project in the future:

What is the relationship between NeoPortal and the Eclipse XFSC project? Has the team decided to make this content part of the Eclipse XFSC project? If so, can you point to the open discussion (e.g., meeting minutes, discussion, or issue) where this decision was made?
He also working now on the extension of FC project to support GAIA-X Loire

need a Committer role for him.
I don't see any contributions attributed to him. If you need to have a committer role for him, it should be a simple matter for him to make a few merge requests to demonstrate merit as a basis for the nomination. Is there some reason why the candidate cannot make contributions as merge requests?
Has the candidate contributed to any open discussions? Can you cite specific examples of code or non-code contributions that the candidate has made to the project?
