It happens because the nomination happened twice.
But All new committers have been done key contributions to the Project.

Second nominees process happens because the commenters forget to vote for the first one.

E.g:

Also, they're vital persons in the project help in conferences around the world such as JavaOne, Devoxx, and The developer conference.

In fact, I was about to comment on the nominations that we need more details to demonstrate merit, until I saw that the nominations had already been approved.
Was there additional information that justified the nominations, or some extenuating circumstances?
