[technology-pmc] Release review documentation for Code Recommenders 2.3.

Hi Technology PMC,

we (Code Recommenders) need approval of the review materials for our
2.3.0 release, scheduled for 26 February 2016 and to be part of Mars.2.

A few comments:

- Currently, the review materials state "This release is part of Neon."
However, version 2.3.0 should *also* be part of Mars.2 (FYI, version
2.2.0 was part of Mars). Alas, this cannot be expressed in PMI [1] at
the moment.

- A colleague and I performed some sponsored development for one of Code
Recommenders' commercial users. I have indicated this in the review
materials. If this is not appropriate, please say so.

FYI, the IP log has also been submitted for review to the legal team today.
