These statements seem at odds to me. A "works with" is specifically intended to
not be distributed from, but you want to distribute it via Orbit.

This sounds like something that's optional, but you'd really like to have it
handy. That sounds like a regular old pre-req dependency.

FWIW, I don't believe that a "works with" designation is necessarily
appropriate for an optional OSGi import.
