I think that we can go either way on this one.
Can we reasonably argue that only some subset of the community will
actually need to build Mihini, or is this the sort of thing that
everybody needs to do?
Can we reasonably argue that CMake would likely already be installed
on the workstation of an adopter who would be inclined to build
Mihini?

Maybe this is just a misinterpretation of pre-req on my end,
but I would say that in the case of a framework technology (and
more so an embedded technology, which adopters will likely
want/need to build themselves for their specific targets), if
you cannot build it on your own without such the 3rd party
technology, it is probably a prerequisite.
