I decommitterized Marvin. He did some Tycho work for Sonatype and was
one of initial developers on the project proposal, if I remember
correctly, but he did not work on tycho since the project moved to Eclipse.

I can ask Jan to +1 himself on tycho-dev, but I assumed people were not
expected to vote for themselves.
