 I'm a little bit confused on the open TODOs here. Frankly, I don't think 
that the process is as complicated as it seems from this conversation 
and the action items passed between people. 
 
I read the votes and responses as consensus on the PMC to have Code 
Recommenders in Juno. Given that we are way past M4 I also consider the 
exception for not being in M4 granted as well. Nobody really vetoed that. 
 
The remaining steps are: flip the bit in the portal and send a note to 
the planning council that your are joining (late in the game but 
approved by the Technology PMC). Marcel, can you send a mail to the 
planning council and just reference this voting thread?
