- The subversive repository hosted at eclipse reference an external repository that is also enabled. The referenced repository contains the GPL libraries in a p2 repo.
- The subversive repository hosted at eclipse contains one IU (maybe the subversive feature) has an optional dependency on the GPL library.
This way when the user installs the subversive feature the GPL library is automatically pulled down by virtue of the dependency, but eclipse has never hosted anything that is GPL.
