[technology-pmc] "Works with" declaration for technology.tycho test depe

Greetings noble members of the Technology PMC.

The Tycho project (at my suggestion) has requested that we
declare--en-masse--their test dependencies as "works with". I have
checked with the IP Team and they believe that this is reasonable and
aligns with the IP Policy regarding third-party dependencies.

None of the dependencies listed in this CQ will be distributed by the
project. None of these dependencies will be loaded by a user of Tycho.
These dependencies are only ever used when actually building/testing Tycho.
