[technology-pmc] Maven as an exempt pre-req for Tycho

Per Bug 342809 comment 30 [1], can I get approval from the PMC in the
form of a couple of +1s to declare Maven an "exempt pre-req" for the
Tycho project?

I believe that Maven is a reasonable exempt pre-req for Tycho as the
type of individual who uses Tycho would already have Maven installed on
their workstation. Tycho will not directly or indirectly include or
distribute any Maven code.

The GUIDELINES FOR THE REVIEW OF THIRD PARTY DEPENDENCIES has this to say:

>  A prerequisite may be classified as "exempt" by the EMO if the

> nature, expected to be already on the user's machine, and/or an IP

> either impossible, impractical, or inadvisable.  Exempt prerequisites
> can be approved for
