Greetings noble Technology PMC members.
The Linux Tools project has requested exempt pre-req status for
binutils, a collection of components that are a common part of all
(most?) Linux distributions. I believe that this request is in-line with
our policies regarding the use of third-party dependencies and
established precedent. The CQ link is noted below. I've copied the text
of the request as well (a later comment qualifies the request for
"_exempt_ pre-req" status.
If you have any issues with this, please raise them now. Alternatively,
please give this request a +1.

provided by the binutils programs (addr2line, c++filt, etc.). This is a very
common set of programs, available on all Linux distributions. If someone has
gcc installed, they will have these installed.
