[technology-pmc] Linux Tools -> Helios

Hi,

After some discussion, the Linux Tools project has decided it would like
to join the Helios train.  Is this okay with the Technology PMC?

I've set the bit in the metadata and set up a build-against-Helios-deps
in Hudson.  There are a few test failures but they're JUnit 3 vs. JUnit
4 issues which I'll clear up.

What else needs to be done to join the train?  I've read:

and I think we do most things.
