We do a Declaration when the proposal is ready, and that serves as an
announcement since it's an email to members and committers. What
you've written as an announcement will probably work very well as a
Declaration.
The BPMN Modeler sub-project just went from being an STP component to
an STP sub-project, and we started (officially) with a proposal. That
should work for this as well.

"announcement process" any more. Everything is a project, so the
creation of anything needs a proposal and then a Creation Review.
