[technology-pmc] Request: Add Carlos Sánchez as co-lead for eclipse iam

Dear PMC,
As project lead for the Eclipse IAM technology project, I would like to have Carlos Sánchez added as co-lead for the project.
He has already lead the project at its previous home outside eclipse and I would like to have his help here.
