Hi Thomas,
Yes, it's OK for you and Henrik to be co-Project Leads. I recommend
that you send your request for PMC approval for this change to the
Tech PMC mailing list. It will probably be Bjorn that approves it,
but the whole Tech PMC should know about it. That list is technology-
pmc@xxxxxxxxxxx.

Within the project you use whatever process makes the most sense
to propose the change or addition. Some projects do a vote on
their dev mailing list. Then each level of the project leadership
needs to approve it. That would be Henrik as current PL, and then
the Tech PMC. Then you send e-mail to EMO with some evidence that
the project leadership has OK'd the change (mailing list post, e-
mail trail, etc.) and then EMO indicates approval and we update
