Thank you for reporting this regression. It is now tracked at https://github.com/eclipse-sumo/sumo/issues/17358

As a workaround, you can use selection-mode to select both junctions (or any number of junctions) and then merge them with "Join Selected Junctions" in the Processing menu (or press F7).

In version 1.25 I'm having trouble using the Junction Merger function.

The image below shows the execution in version 1.24.

Is there another way to do this in the new version?
