Thank you for reporting this. The netconvert regression has been fixed in https://github.com/eclipse-sumo/sumo/issues/16793

The recommended way for enforcing a roundabout (when automated guessing fails) is by setting junction type 'priority' and increasing the edge priority within the roundabout to be above the priority of adjacent edges.

I encountered a problem with priorities in intersections. I open the same network in version 1.20 and 1.23.1 and the priorities are different (1.20 is correct).

Or do I have something different in the editor settings?
