The short answer is "No".

But there are a few workarounds depending on the exact values you need

- you can the simulation a second time with --end 0:16:0 and then subtract the values from the second run (i.e. "inserted")

- you can save the state at 16 minutes and run the simulation from this state. This will exclude any vehicles that arrived in the first 16 minutes from vehicleTripStatistics and pedestrianStatistics (see https://sumo.dlr.de/docs/Simulation/SaveAndLoad.html)
