I cannot reproduce the problem using the latest SUMO release. Vehicles leave the parking when there is enough space on the road. They may have to wait some time due to the queue downstream. All other vehicles queue upstream of the named parking and want to stop there as well. In any case the the vehicles leave the parking again. If I got something wrong, please name the exact vehicles you are worried about.

The gomrokw2 parking facility has a malfunction at 6 h in this scenario. Please let me know if you need more details.
