Hi Mohamed,
actually you have to trigger every SUMO time step actively by calling traci.simulationStep(). So you are completely in charge when to issue speed commands and when let the simulation proceed. Maybe have a look at one of the tutorials if you haven't yet.

Dear All,
I am trying to interact with TraCI to make dynamic simulations and
change the vehicle speeds. I would like to know if I need to pause the
simulation or if there is another way to achieve this.
Can you please advise on the best approach to interact with TraCI and
make dynamic changes to the simulation while it is running?
