You can set connection attribute 'keepClear=false'  for the whole junction (and also for each connection individually) to change the behavior.

I consider it a bug that the setting is active by default for this kind of junction (https://github.com/eclipse-sumo/sumo/issues/15411)

I am modelling lane merges in our traffic in the context of road works so congestion is expected to occur as well. It appears to be the case that vehicles do not queue across junctions with lane merges whereas they have no problem queueing across junctions that do not have lane merges. I have attached a reproduction scenario with pathologically busy traffic to show off this behaviour. There are several junctions with lane merges where this behaviour can be observed, I think it is most easily seen at the top of the example network by junctions 22822 and 22380 with the former being an example of a junction with lane merges and the latter being one without.

Vehicles are happy to trickle across junction 22822 as long as they have some clearance after the junction however when stand-still congestion develops just downstream of the junction (at around the 8 minute mark) subsequent vehicles do not enter the junction until this has cleared. This behaviour is not exhibited at junction 22380 which has no merging lanes. I notice that this is not an issue with unregulated junctions however in that case vehicles have no qualms about overlapping with each other.

Is this something that can be addressed with some settings or am I running up against a limitation of SUMO and how it handles traffic inside jucntions? If there are better ways to model lane merges (possibly without the use of junctions) that would also be welcome advice.
