[sumo-user] Spawn a new vehicle in parking state for indefinite time

Hello everyone, 

is it possible to add a new vehicle in the middle of simulation, that is in parking mode for indefinite time (maybe will not move at all)  run using Python+traci?

I am trying to model a vehicle depot scenario, where a depot will have several vehicles standing by (parking) and each vehicle will only move when at least one location to visit is assigned to it.
