Yes. On-street parking directly affects road capacity just as you would expect when there is a vehicle stopped on the lane.

If there is only a single lane per direction, you need to activate opposite-direction driving: https://sumo.dlr.de/docs/Simulation/OppositeDirectionDriving.html
