The mode "Do no cooperative changes" is equivalent to "Do no cooperative changes unless commanded by TraCI" because traci commands are always obeyed (within safety constraints).

Or will I have to make an explicit decision on setting the lane changing mode between "Do no cooperative changes" and "Do cooperative changes if not overriding TraCI" at each step - will that achieve what I have described above?
