Failure to overtake in this situation may have different reasons. Can you provide the scenario files for me to look at?

I am doing a microsimulation of a street and currently facing an issue with lane changing scenarios. In the attached image the highlighted vehicle wants to turn left and is therefore waiting but the vehicles behind it are forming a queue leading to a traffic jam whereas I would like them to change lanes and continue their trip.The lane changing model being used is the default one. 

Could you please provide the solution possible for this scenario. For reference, please find the image attached in this email.
