[sumo-user] Collisions Allowance

I am currently designing a collision avoidance protocol. To evaluate its performance i need to let vehicles explicitly colide. Unfortunateky, i have noticed that while executing my sumo.cfg file vehicles already automatically avoid collisions. How can I work this issue out ?
