No, the value does not affect simulation behavior. It only limits warnings for sharp deceleration.

The warning 'emergency stop at the end of lane' is more serious though and cannot be suppressed. It points at some sort of modelling error (and includes a 'reason').

I have set it to 5 but I am getting a lot of warning messages about emergency stop at the end of lane because there is no connection to the next edge.
