in Germany there exists a rule set named BOStrab (see the englisch Wikipedia Version https://en.wikipedia.org/wiki/Verordnung_%C3%BCber_den_Bau_und_Betrieb_der_Stra%C3%9Fenbahnen) and the german Version https://de.wikipedia.org/wiki/Stra%C3%9Fenbahn-Bau-_und_Betriebsordnung


If you search the Internet for regulation of tramways, you find also a norwegian version of a similar ruleset

Are there different standards in a northern region? For example, the minimum width of lanes and clearance with the road when snow must be cleared and collected during the winter.
