Thanks for your response.
I fixed it. I don't know why this happened, but seemed Pycharm was looking at different folder. I just disconnect the project, replaced it to another folder and opened it again.

Sorry for sending this question again. I haven't receive your response and I am kind of stucked.
I used to work with TracI and write and debug my code in Pycharm and everyting was Ok. Today I try to debug my code and I got an error message that I never faced before.
Please find the attached file. I would appreciate if you help me to solve this problem. 
Recently I update to SUMO 1.3.
