1) This affects routing while the simulation runs (vehicles may adapt their route repeatedly to adapt to changing traffic situations). Travel times are estimated according to configurable parameters.

2) This is for static routing before calling sumo. By default empty-network traveltimes are used but you may load travel time data to influence the routing results.
