1) Saturation flow is an emergent property of the car-following model parameters and junction type/geometry.  Maximum turning speeds are already different based on turning angle and you can customize this with option --junctions.limit-turn-speed (or set the connection speed directly in Netedit). You could also modify turning flows by adding pedestrians that interfere with vehicular traffic.

2) vType parameters accel,decel,sigma

3) Set the connection speed with Netedit (https://sumo.dlr.de/wiki/NETEDIT#Inspecting_connections)

Dear all, I  have some question about some concept setting in SUMO and I would like to ask for anyone who could help me ?

As  the concept in the transportation system, could  we set  

1) Saturation flow for "turn left""turn right""straight" separately?

2) The average start up (brake) speed;

3) The free flow speed at junction ?

Appreciate  for anyone who could give me some suggestion about how to modify these parameters!
