[sumo-dev] Removing Visual Studio 2013 support

Dear SUMO friends and developers,
starting with version 1.9.0 we moved our central Windows build to Visual 
Studio 2019 and are now planning to remove support for the old build 
tools entirely (see https://github.com/eclipse/sumo/issues/6634) 
especially because we cannot keep up with updating all dependent 
libraries (which are not compatible between the two MSVC versions).

If you still need support for the old compiler please speak up now 
either by answering here or in the ticket possibly with a timeline when 
you will be able to update to a newer compiler.
